DHCS transitions CHDP portal systems, requires trainings for new programs

Effective July 1,2024, the Department of Health Care Services (DHCS) will launch new provider portals to improve access to coverage and care for new families as part of its Child Health and Disability Prevention Program (CHDP) Transition Plan. This transition streamlines the delivery of services to children and youth under 21, in alignment with the goals of the California Advancing and Innovating Medi-Cal (CalAIM) initiative. 

DHCS requires providers seeking to participate in the CHDP Children’s Presumptive Eligibility (CPE) program and the Newborn Gateway Presumptive Eligibility (NGPE) to attend or watch online trainings. These trainings will provide an overview of how to use the two portals.  

The webinar trainings are currently full, but the recordings can be found on the DHCS website.    

To find the CPE and NGPE recorded trainings, log in to the Medi-Cal Learning Portal and search for the training titled “Overview of Children’s Presumptive Eligibility (CPE) and Newborn Gateway Presumptive Eligibility (NGPE).” Please check the portal for the upcoming trainings.   

CPE and NGPE portals 

Through the CPE program, providers may grant temporary, full scope coverage to eligible applicants through an online portal. This portal replaces the CHDP gateway portal. For access to the CPE portal, all providers, including grandfathered CHDP providers seeking to participate, must complete trainings to become familiar with the updated portals and reporting requirements. 

The NGPE portal is for reporting the birth of a baby with linkage to Medi-Cal and the Medi-Cal Access Infant Program within 72 hours after birth or 24 hours after discharge, whichever is sooner. All qualified providers are required to use this portal to report infants born to Medi-Cal or Medi-Cal Access Program members in their facilities, including hospitals, birthing centers, and other birthing settings.

DHCS Child Health and Disability Prevention Program (CHDP) Transition Plan Highlights 

  • Senate Bill (SB) 184 (Committee on Budget and Fiscal Review, Chapter 47, Statute of 2022) authorized DHCS to phase out the CHDP program and transition services to other Medi-Cal delivery systems by July 1, 2024.  
  • CHDP provides the CPE Program for children through the CHDP Gateway. CHDP providers use the CHDP Gateway to provide temporary Medi-Cal services to eligible children and youth. Children and youth who aren’t Medi-Cal members but meet DHCS’ criteria are eligible for pre-enrollment through the CHDP Gateway. 
  • DHCS’s transition of the CHDP programs and services does not result in a loss of Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) services. Providers can read more about the EPSDT screening and follow-up services on the Alliance’s provider webinars page . Please look for the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) training now referred to as “Medi-Cal for Kids & Teens. 
  • California has long authorized certain providers – namely CHDP Gateway providers – to conduct PE determinations. Following the transition, CPE will be available for use to an expanded list of qualified Medi-Cal providers. For the full list, please refer to the DHCS transition plan.
